• International Literacy Day
• Pardon Day
• 1264: The Statute of Kalisz, guaranteeing Jews safety and personal liberties and giving battei din jurisdiction over Jewish matters, was promulgated by Boleslaus the Pious, Duke of Greater Poland.
• 1900: 6,000 people were killed when a hurricane and tidal wave struck Galveston, Texas
• 1916: US President Woodrow Wilson signed the Emergency Revenue Act, doubling the rate of income tax and adding inheritance and munitions profits taxes
• 1941: The entire Jewish community of Meretsch, Lithuania was exterminated
• 1951: Japan signed a peace treaty with 48 countries in San Francisco
• 1965: Hurricane Betsy killed 75 in Louisiana and Florida
• 1975: Guinee-Bissau declared independence from Portugal
• 1991: Macedonia voted for independence from Yugoslavia
• 1999: US Attorney General Janet Reno named former Senator John Danforth to head an independent investigation of the 1993 fire at the Branch Davidian church near Waco, Texas in response to revelations in the film “Waco: The Rules of Engagement”
• 2019: Typhoon Faxai made landfall near Tokyo, Japan, with winds of up to 210km/h (130mph)
• 2020: Two ex-Myanmar soldiers testifed they were ordered to rape and kill Muslim Rohingya villagers in the first public confession of army-directed crimes against Rohingya
